ACER calls for transparent EU infrastructure scenarios, aligned with energy and climate targets

In brief

ACER has issued an opinion on the draft 2026 Ten-Year Network Development Plan scenarios prepared jointly by ENTSO-E and ENTSOG. Updated every two years, these scenarios provide the common basis for planning future EU electricity, gas and hydrogen infrastructure. ACER welcomed improvements including integrated cross-sector scenarios, high- and low-growth economic variants, greater stakeholder involvement and an Innovation Roadmap for upgrading modelling methods and tools.

However, ACER concluded that the methodology still does not adequately reflect the structural changes required to achieve EU climate and energy targets, even where it demonstrates formal compliance. The agency called for clearer disclosure of remaining target gaps, stronger and more transparent economic alternatives, better alignment with the European Resource Adequacy Assessment, broader consultation and faster scenario development. The European Commission will consider ACER’s opinion when evaluating the final report.
